Overview

Deliverology® is a methodology for effective program and policy implementation in government. It provides practical tools to help move from strategy to execution, ensuring their policies take effect and work. Deliverology® was developed by the Delivery Unit in Tony Blair's Ministry to fulfil his election promise of ‘a lot done and a lot more to do’ with a focus on ‘radical’ public service reform.

Effective delivery is essential to modern government and even more important in the current environment of fiscal tightening. Delivery not only drives change and transforms policies, programmes and promises into real-world outcomes, but also builds trust in government. At every level – from central departments to local public service teams – modern government needs public servants who know how to deliver.

The course's principles, methods, tools and case studies will give you a strong foundation to reach that standard and make an instant impact. You will learn from experts how to apply your knowledge to the priorities you are working on in government right now, as well as have the opportunity to learn from and connect with peers.

Throughout the two-day session, attendees will learn the basics of Deliverology® tools and methods and how to apply them to real-life problems.

Who Should Attend

Public servants working in policy and delivery roles. For policy-makers, the course will help you understand the relationship between policy design and successful implementation.

For those in delivery-focused roles – including public service provision – the course gives you specific methods and tools to lead the successful implementation of policies and programs.

This program is targeted at L7-SES1 equivalent roles.

Preparation

Participants should come prepared with examples from their current roles of particular policy areas where they are having implementation
challenges or where the program has not been successful.

Kate Epstein

Kate Epstein is a public sector leader with over a decade of experience supporting governments to tackle complex challenges and improve service delivery. With a background in strategic policy, user-centred design, and implementation, she brings a strong commitment to equity and outcomes in government. Kate began applying Deliverology® in 2016 as a delivery lead in the New South Wales Premier’s Implementation Unit and later as a Director in the Department of Customer Service, where she focused on digital services and end-user experience.

Since joining Delivery Associates, Kate has worked with government, NGO, multilateral, and private sector clients across the Asia-Pacific region and globally, delivering projects across education, health, child safety, climate, and public planning. She supports teams to build capability and drive meaningful change. Kate is the Associate Director for the Asia-Pacific region and leads Delivery Associates’ Government Market Practice.

Laurel Blatchford

Laurel Blatchford is a senior public service leader with over 25 years of experience working across U.S. federal, city, philanthropic, and nonprofit sectors to deliver more effective, outcome-focused services. Most recently, she served as Chief Implementation Officer for the Inflation Reduction Act at the U.S. Department of the Treasury, overseeing clean energy tax credits and a $60 billion investment to modernise the IRS. Laurel has held senior roles in the Obama and Biden Administrations, New York City government, and national philanthropy, leading large-scale efforts in climate, housing, and economic mobility.

Her work emphasises practical implementation, cross-sector collaboration, and accountability for results. At Delivery Associates, she serves as a Senior Fellow, supporting public sector leaders to turn policy into impact, particularly in complex and fast-moving environments.

Anna Needs

Anna Needs is an experienced leader in public sector transformation with over 20 years of working across Asia-Pacific, Europe, the Middle East, and Australia. She brings deep expertise in delivery, political engagement, target setting, and implementation, and is a recognised leader in applying the Deliverology approach. Anna previously led the Premier’s Implementation Unit in New South Wales, where she oversaw the successful development and delivery of 14 Premier’s Priorities.

At Delivery Associates, Anna partners with governments and multilateral organisations to drive measurable improvements in sectors such as education, healthcare, agriculture, and governance—delivering outcomes from faster planning approvals to enhanced vaccine delivery. She currently serves as Director of Asia Pacific and Chief People Officer at Delivery Associates, where she combines executive leadership with strategic people management to strengthen colleague experience and impact.
